Fed: Market-based emissions trading scheme preferable - Costello

CANBERRA, Feb 18 AAP - Treasurer Peter Costello has backed Australia joining a global
greenhouse gas emissions trading scheme but remained coy on a timeframe.

Mr Costello disagreed with Finance Minister Nick Minchin, who said last week that there
was some doubt about the link between human activity and climate change.

"I think the scientific evidence is now accepted and that is that climate change is
occurring, that human activity is leading to carbon emissions which is slowly leading
to an increase in temperature," Mr Costello told the Ten Network.

"I don't think that's in dispute anymore."

What was still in dispute was the rate of change and what could be done about it, he said.

The government would take measures to attempt to meet its Kyoto protocol cap on emissions,
including a big investment in new technology such as solar power, he said.

"And the second thing that the government will be looking at is a trading system which
may help to allocate the cost in relation to carbon emissions," Mr Costello said.

Pressed for more details, Mr Costello said he thought the world would move to a trading system.

"I can't give you a time," he said.

"But I think the world will move to it. Australia should be part of it, we should be
part of negotiating the shape of it so that it suits Australian ambitions and our country
I think long-term in allocating the cost, and there will be a cost, of reducing carbon
emissions.

"A market-based system, a trading based system is better than a government intervention
based system."

thanks to a 540 million dollar national investment.

Federal and state governments signed up to the Numeracy National partnership in 2009
.. which aims to boost literacy and numeracy skills particularly among primary school
students.

The COAG Reform Council's found more than 400-thousand students have since had access
to initiatives including coaches and tutors.

It's found Queensland and New South Wales have done best out of the program .. Tasmania
and the ACT have made progress in most areas .. but Victoria .. Western Australia .. South
Australia and the Northern Territory have only had limited success.

SYDNEY, April 14 AAP - Every major Australian superannuation fund will be forced to
offer individuals a low-cost, low-service fund under an overhaul of the industry.

The Cooper Review into superannuation will propose that superannuation funds introduce
a new product that offers members no real investment choice and limited flexibility, but
is designed to bring down fees, The Australian reports.

Confidential papers obtained by the newspaper show the inquiry has backed away from
an original proposal to establish a separate universal default superannuation fund.

But the inquiry panel says the inclusion of a new product within existing funds would
still make a real impact on whether members with modestly-sized super accounts could have
a comfortable retirement.

IMF Swan (CANBERRA)

WAYNE SWAN says the latest IMF report paints a sobering picture .. with the global
economy now expected to contract in 2009 for the first time in 60 years.

The International Monetary Fund's raised its estimate of losses from the global financial
and economic crisis to more than four trillion US dollars ($A5.7 trillion) .. due to writedowns
on soured credit.

Its previous update in January was about half that .. 2.2 trillion US dollars ($A3.15 trillion).

The federal treasurer says the global financial system remains under severe stress
despite the efforts of governments worldwide to provide policies to stimulate growth.



Vacancies (CANBERRA)

Figures out today show skilled job vacancies dropped 8.9 per cent in April compared to March.

The Department of Education .. Employment and Workplace Relations says vacancies fell
in all three occupational groups monitored.

Trade vacancies declined 10.4 per cent .. associate professionals fell 8 per cent and
professionals dropped 7.2 per cent.

All states and territories experienced decreases in skilled vacancies in April .. the
largest drop being 16.9 per cent in Western Australia.



Economy Qld (BRISBANE)

Queensland's treasurer has told parliament the state's standing on the cusp of recession
.. recording growth of just 0.3 per cent in the December quarter.

He says the state's economic outlook's also challenged by further deterioration among
trading partners .. with many now expected to contract by 2.5 per cent this year.



Corps (PERTH)

The prime minister will reportedly announce the formation of a civilian corps .. where
everyday Australians will be deployed to assist in war zones and natural disasters.

The West Australian reports it's one of nine initiatives from last year's 2020 summit
being revealed by KEVIN RUDD today at a regional Cabinet meeting in Perth.

The army will be expected to mobilise .. deploy and sustain the corps in a range of
threat situations and physical environments.

It's expected to be operational by mid this year.



Boat (CANBERRA)

The Department of Immigration is warning potential asylum seekers .. sabotaging their
boats and putting their lives at risk won't guarantee them transport to mainland Australia.

The comments come following news 13 asylum seekers from Thursday's boat explosion will
be able to apply for refugee status immediately because they were taken to mainland Australia
for treatment.

A Spokesman for Immigration Minister CHRIS EVANS has told Fairfax newspapers it's a
very unusual case.

He says 29 of the 42 asylum seekers injured in the explosion near Ashmore Reef were
taken to an oil rig that has been excised from Australia.

The group won't have their applications heard for months and can't appeal .. should
their claims be denied.

The opposition says they should not be given preferential treatment.



Pratt (MELBOURNE)

RICHARD PRATT'S lawyer says the ailing industrialist doesn't want criminal charges
dropped because he's dying .. but because he believes he's innocent.

The 74-year-old cardboard king and philanthropist is close to death with prostate cancer.

He's currently facing criminal charges of giving false or misleading evidence to the
ACCC over allegations of price fixing with rival Amcor.

His company Visy has already been fined 36 million dollars after Mr PRATT admitted to the cartel.

The Federal Court's still deciding whether the evidence he gave in the 2007 civil case
can be used in his criminal trial.

NSW: Businesses to hire more staff in 2009

SYDNEY, Dec 17 AAP - Many NSW businesses will increase staff numbers next year despite
the challenging economic climate, the state's peak business group says.

A survey of almost 20,000 companies by the NSW Business Chamber (NSWBC) showed more
than half of the respondents indicated they would hire additional apprentices in 2009.

The NSWBC's apprenticeship services arm, Australian Business Limited Apprenticeship
Centre (ABLAC), said hiring intentions were up 150 per cent on 12 months ago.

Driving the results were the state's skill shortages in areas like hairdressing, carpentry,
shearing and mechanics.

ABLAC general manager Darren Cocks said the findings were particularly good news for
school leavers.

"This survey's a reminder that while much of the attention is focused on global economic
uncertainty, many Australian employers are weathering the storm," Mr Cocks said in a statement.

"Businesses are mindful of the potential `double whammy' in the skills shortage areas
if they fail to train now and the economy starts to pick up again.

"Australia still has a skills shortage and low unemployment rate that means there are
still plenty of opportunities for HSC leavers to find a job that suits them."

NSW: Man dead after being ejected from car

Police say a Queenland man has died after being thrown from a car .. during a crash
on the New England Highway near Guyra in northern New South Wales.

They say the car crashed into a guard rail on the highway and then hit a semi-trailer
.. about 5.20 (AEST) yesterday afternoon.

The 22-year-old female driver .. and a four-year-old boy and a six-year-old girl who
were passengers .. have been taken to Armidale Hospital in a stable condition.

A 24-year-old male passenger in the car was treated at the scene for minor injuries.

The 34-year-old truck driver's been arrested and taken to Armidale Hospital for mandatory
blood and urine tests.

The highway was closed for several hours following the crash .. and investigations
are continuing.

Senator Conroy said Opel submitted its implementation plan in early January.

The network was to provide broadband coverage for 638,000 square kilometres across
all states and territories.

"This was the final failed broadband plan produced by the former coalition government,"

Senator Conroy said today.

He said the Rudd government had committed $4.7 billion to build a high-speed, open
access, fibre-based national broadband network.

"The new network will deliver minimum speeds of 12Mbps to 98 per cent of Australian
homes and businesses," Senator Conroy said.

He said the remaining two per cent would continue to receive support through the government's
$95 million investment in the Australian Broadband Guarantee for 2008-2009.

Angry AWB shareholders have filed a 25 million dollar lawsuit against the monopoly
wheat exporter .. for losses they claim to've suffered as a result of the Iraqi kickbacks
scandal.

Dozens of shareholders .. including several wheat farmers .. have joined forces to
seek compensation in the Federal Court.

They say their AWB shares suffered when details of the 290 million dollars in bribes
to SADDAM HUSSEIN's government were uncovered.

Solicitor BEN SLADE from law firm Maurice Blackburn Cashman .. filed papers with the
court in Sydney today .. but says it could be two or three years before the case gets
to trial.







Mr SLADE says many AWB shareholders bought AWB shares without knowing anything about
the kickbacks .. because the wheat exporter withheld the information about the payments
from the stock market.

The Cole inquiry last year found AWB paid more than 290 million dollars in kickbacks
.. disguised as transport fees .. to the former Iraqi regime of SADDAM HUSSEIN .. in exchange
for access to the country's lucrative wheat markets.

The payments were in breach of United Nations sanctions against Iraq.

morning .. on supplying uranium to China.

It followed a meeting between Mr WEN and JOHN HOWARD on nuclear transfer and nuclear cooperation.

Mr WEN's told a media conference through an interpreter .. the uranium will only be
used for peaceful purposes.

He says both countries are members of the International Atomic Energy Agency and today's
agreement provides safeguards for its use.

TAS: Tasmanian man challenges ban on gay blood donors

HOBART, Aug 2 AAP - A Tasmanian man will today take legal action against the Australian
Red Cross Blood Service to remove a ban on gay blood donors.

Michael Cain, from Launceston in the state's north, will lodge legal challenges with
the Tasmanian Anti-Discrimination Commission and the Australian Human Rights Commission
against policies that prevent gay men from donating blood.

The Australian Red Cross Blood Service website says donations from men who have had
male-to-male sex in the past year will be deferred for 12 months.

The move follows action by American university students who claim such policies discriminate
against gay men.

The students have called for the American Red Cross and the US Food and Drug Administration
(FDA) to change their policies on gay donors.

At the FDA's last review of the policy in 2000, the Red Cross spoke in favour of keeping
what is known as a "lifetime deferral" for men who have had gay sex.

Mr Cain will lodge his challenges this afternoon.

Comment is being sought from the Red Cross.

TOKYO, June 7 Asia Pulse - Japan Telecom Co. (TSE:9434) plans to offer more services as part of its fixed-rate Internet access package after regional telephone access charges are lowered, company president Haruo Murakami said Tuesday.

In mid-May, Japan Telecom began a service that offers users a fixed monthly charge for their Internet access and phone use.

Japan Telecom pays Nippon Telegraph and Telephone Corp.'s (TSE:9432) two regional carriers directly for the phone lines used by its customers to access the Internet, meaning that a cut in the access charges levied by the regional carriers should be directly reflected in the price of Japan Telecom's service.

Consumers have expressed a desire to see lower Internet access fees rather than lower bills for long-distance phone service. Murakami said communications fees "are bound to fall because of competition," but he said Japan Telecom plans to "devise an original plan to benefit consumers."

U.S. CITIZEN LIVING AND WORKING IN MEXICO PLEADS GUILTY TO POSSESSION OF CHILD PORNOGRAPHY.

HOUSTON, TX -- The following information was released by the United States Attorney's Office for the Southern District of Texas:

David Aric Ladewig, 43, has pleaded guilty today to one count of possession of child pornography before U.S. District Judge Lynn Hughes, United States Attorney Jose Angel Moreno announced today.

The investigation began on Sept. 9, 2010, when U.S. Customs and Border Protection (CBP) Officers at Bush Intercontinental Airport in Houston conducted an inbound inspection on Continental Airlines passenger David Ladewig, arriving on an international flight from Cancun, Mexico, where he was living and working at the time. During the inspection, it was discovered that Ladewig was a match for an individual suspected of downloading and collecting child pornography. Ladewig, who was transporting a laptop computer and an external hard drive, was asked for the items in order for CBP officers to conduct an inspection and forensic exam. Ladewig was allowed to continue to Michigan where he was visiting family.

During the forensic analysis, it was determined that both the laptop computer and the external hard drive contained approximately 1,439 images of child pornography and 81 videos of child pornography that had been downloaded using the Internet.

The forensic exam of the laptop revealed that Ladewig had visited certain websites and that Limewire and Frostwire, peer-to-peer file sharing programs, were present.

Ladewig was arrested in October 2010 as he was returning to Cancun. He has been detained in federal custody since his arrest.

Ladewig faces a sentence of up to 10 years imprisonment and a maximum fine of $250,000 as possible punishment at his sentencing set for Oct. 3, 2011. Upon completion of any prison term imposed, Ladewig also faces a maximum of life on supervised release during which the court can impose a number of special conditions designed to protect children and prohibit the use of the Internet.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

UNITED NATIONS: PRESS CONFERENCE ON UN-ENERGY AND GLOBAL SUSTAINABLE ELECTRICITY PARTNERSHIP.

NEW YORK -- The following information was released by the United Nations:

A United Nations-backed sustainable electricity partnership made a strong case today for the transformative role that small-scale, off-grid projects could play in bringing clean, reliable energy and electricity to billions of the world's "energy poor" people living in remote communities and tied to burning coal or heavy oil.

"Close to 3 billion people do not have reliable access to electricity, and this restricts the space for human development," said Tariq Banuri, Director of the Division for Sustainable Development in the Department of Economic and Social Affairs, at a Headquarters press conference featuring participants in the one-day Global Summit to Strengthen Public-Private Partnerships to Accelerate Global Electricity Technology Development. "The world needs a global programme to deal with this issue."

He said the meeting, a prelude to the International Year of Sustainable Energy for All, 2012, sought to launch partnerships that would support and promote the global deployment of low- and zero-emitting electricity technologies and initiatives, chiefly at local and regional levels for worldwide adaptation. It was hosted jointly by UN-Energy and the Global Sustainable Electricity Partnership (formerly the e8). The Partnership, created in the wake of the historic 1992 Rio de Janeiro United Nations Conference on Environment and Development (the "Earth Summit"), comprised leading electricity companies.

Mr. Banuri said UN-Energy was part of the United Nations inter-agency follow-up regime, created, alongside UN-Water and UN-Oceans, after the 2002 World Summit on Sustainable Development. "UN-Energy focuses on three main themes: energy access, energy efficiency and renewable energy," he continued. "Today what we are talking about is essentially bringing all of them together." Energy was not only the heart of development and economic growth, he continued, it was also the heart of human development. "If you do not have energy you cannot get clean water to people; and if you can't get clean water, you cannot save infants and children from death," he pointed out.

Accompanying Mr. Banuri were Michael Morris, Chair of e8 and American Electric Power; J'rgen Grossmann, Chief Executive Officer of RWE, a German electric power and natural gas public utility company; James Rogers, Chair, President and Chief Executive Officer of Duke Energy; and Thierry Vandal, President and Chief Executive Officer of Hydro-Quebec.

Mr. Morris said the projects promoted by the Partnership were "small in nature but huge in impact". They were designed and built to make electricity more readily available to underserved populations, or to introduce clean forms of energy on the way towards the elimination of traditional polluting sources. The Partnership would provide a broader understanding of the challenges of bringing energy to underserved areas, he noted.

Echoing Mr. Banuri, he said the inability of some communities to provide food and clean water was an "absolutely debilitating challenge". The Partnership's mission, therefore, was to continue to find those small places where big steps could be taken. Indeed, the application of even small-scale electricity and renewable energy projects was extremely significant, he said, stressing that projects either under consideration or in operation were not an attempt to provide the "24/7 though grossly priced" energy access to which people in affluent countries were accustomed.

Responding to a question on that point, he explained that the Partnership was concerned "not with megawatt-size projects, but kilowatt-size operations" that made a huge difference on a small scale. Further, the Partnership did not want to leave behind a project that no one liked, that no one understood how to run, or that was not sustainable through local market structures.

Carrying the point further, Mr. Vandal said the Partnership's members understood technology and infrastructure, and their focus had also been on "putting the right technology to play on a very robust and very strong approach to developing infrastructure". The aim had also been to ensure that the projects made economic sense to the communities in which they were carried out, were environmentally responsible, and involved local or indigenous communities.

Mr. Grossmann said access to electricity was essential to bolstering education in developing countries, particularly since it was the pathway to the Internet. The former e8 was not the World Bank - in fact, it was constantly struggling to try and raise both awareness and funds - but rather a great conglomeration of competence, experience and motivated people, he stressed. "We've done quite a lot over the years, but haven't talked much about it." However, the Partnership was now stepping onto the international stage to bring its small-scale public-private successes to a wider audience.

Mr. Rogers highlighted just that type of "small-step" initiative, approved during the meeting's session this morning, in which all the companies represented at the press conference were participating. It involved putting together a team that would construct two off-grid energy projects in Patagonia. When completed, they would provide clean, sustainable energy for two villages that today relied on intermittent, costly and "dirty" diesel fuel.

One project featured wind energy and the other was a "micro-hydro", or small-scale hydroelectric installation, he continued. While allowing a steadier flow of electricity to the two villages, they were also a platform for partnership with the region's tribes, provincial governments and local energy providers, he said. "Working together, we're going to fundamentally change access to electricity [and provide] access to sustainable electricity," he added. "It's so clear that there is a link between access to electricity and prosperity."

Asked whether the Partnership had carried out any projects in the United States, Mr. Morris said that although it rarely worked in that country, it had carried out programmes in Kansas and California. In California, specifically, the Partnership had worked to replace energy facilities based on sources that were no longer acceptable in that state with solar energy. Mr. Rogers added that while the United States had been able to provide universal access by the twentieth century, its mission for the new century would be equally challenging: to retire and replace or modernize its energy facilities; modernize its energy grids; and bolster access to clean energy.

CBIZ Reports 1Q 2011 Results.(Financial report)

CBIZ, Inc. announced results for the first quarter ended March 31.

In a release on April 26, the Company noted details:

CBIZ reported revenue of $209.9 million for the first quarter ended March 31, compared with $209.4 million reported for the first quarter of 2010. Revenue from newly acquired operations, net of divestitures, contributed $3.0 million or 1.4 percent to revenue growth in the first quarter compared with the same period a year ago. Same-unit revenue declined by 1.2 percent, or $2.5 million in the first quarter. CBIZ reported income from continuing operations for the quarter of $18.1 million, or $0.36 per diluted share, compared with $16.9 million, or $0.27 per diluted share in the first quarter of 2010. First quarter results for 2010 included a charge of $0.02 per share for lease restructuring activities in connection with the acquisition of Goldstein Lewin & Company in Boca Raton, Florida.

Cash earnings per share from continuing operations, a non-GAAP measure that includes the impact of major non-cash charges to earnings, was $0.49 per diluted share for the first quarter 2011, compared to $0.40 per diluted share from continuing operations for the first quarter 2010. EBITDA for the quarter was $38.9 million. The calculations of these items are outlined in the schedules attached.

At March 31, the amount outstanding on the Company's $275.0 million unsecured credit facility was $132.8 million compared with $118.9 million at December 31, 2010. The Company used approximately $11.3 million of funds for acquisition-related earn out payments in the first quarter. During the first quarter, the Company made no share repurchases.

ACS to Provide Utah With Electronic Access Card Services for Utah Unemployment Benefit and Child Support Recipients.

Affiliated Computer Services, Inc., , a premier provider of business process and information technology outsourcing solutions, announced today that it will provide the state of Utah with electronic access card services for the disbursement of unemployment insurance benefits and child support payments with the option to add additional programs in the future.

Utah will be the first State in the nation to provide both unemployment insurance and child support payments via an electronic payment card and the second state to use a card for unemployment insurance payments. The phased implementation began in October 2004 and is expected to be fully operational by year-end 2005.
